Five staff accounts, each with the full product. Per-user pricing starts only when a sixth person needs a login.
Unlimited participants and portal accounts
Participants are not seats. Participant and family portal accounts are always free and never count toward the five.

Why it is free
Compliance does not scale down.
A 2-person provider carries the same compliance obligations as a 200-person one — the same NDIS Practice Standards, the same incident reporting, the same audit. Software that reserves the compliance features for the expensive tiers is asking the smallest providers to carry the same load with fewer tools.
So the free tier gets the same product. The paid tiers add the conveniences of scale — not the obligations of practice.
